August 2006
A draft School Staff Allocation Model was developed in Term 1 and refined during Term 2, 2006 through careful analysis of the impact of the new model on the staff allocations of each school.

April 2006
A draft School Staff Allocation Model was developed in Term 1 through discussions with DEET Executives, Principals and Unions. During Term 1 the project team met with Principals as groups in Clusters, the Business Planning and Information Portfolio Principals and Group School Principals. A presentation and discussion session was also well attended by teaching staff on the day before the 2006 Leaders' Forum. DEET has also been working very closely with the Unions in the development of the new model. The Australian Education Union particularly, has been of great assistance.
The draft model is being refined during Term 2 through careful analysis of the impact of the new model on the staff allocations of each school. The development and implementation of the needs-based model is being further assisted through the support of staff from the Department of Education and Training Western Australia (DETWA), where a similar staff allocation model has recently been implemented. DEET General Manager People and Learning and members of the project team recently completed an extensive consultation with DETWA to further understand their staffing process and policies, and ensure a Northern Territory implementation is informed by real experience.
January 2006
Project Managers, Karen Cieri and Tom Peachey, continue to work with the Reference Group. The prototype of the new School Staffing Allocation Model is under construction and consultation with school administrators is planned for early 2006. Clusters are invited to put the new staffing allocation model on the agenda for their first cluster meetings in February 2006. The model may also be a topic on the agenda at the Leaders' Forum in April 2006.
December 2005
The Business Planning and Information Division Portfolio Principals, the Australian Education Union NT and Commonwealth Public Sector Union received an update on the development of the new School Staff Allocation Model in September. A database of current school staff allocations has been constructed to facilitate analysis of the distribution of school staff. This will inform the development of a prototype staff allocation model. The prototype will be constructed in the months ahead, and consultation with school administrators is planned for early 2006.
July 2005
The project is nearing the end of its establishment phase. Congratulations to Jodie Woolcock who has been appointed as the Project Manager. The Reference Group, with representatives from Australian Education Union (AEU), Community and Public Sector Union (CPSU), Association of Northern Territory School Educational Leaders (ANTSEL) and Charles Darwin University (CDU), have assisted with the development of the project brief. The project team has commenced introducing the project to principals through the Business Planning and Information Division (BPID) Portfolio Principals and cluster meetings.
May/June 2005
This initiative is aimed at developing a new School Staffing Allocation Model that will be based on principles of equity, transparency, flexibility and student need. Funding has been allocated for a Project Manager and congratulations to Jodie Wookcock who was recently appointed.
The AEU, CPSU, ANTSEL and CDU have been consulted in the development of the project brief and will continue to be involved in the development of the new model. Several working groups with school and office-based representation from across DEET will be established to develop each component of the new model.
Through the NTPS and CDU Partnership Agreement, DEET will have the support of Associate Professor Ibtisam Abu-Duhou, Principal Research Fellow in Education Economics. One of Professor Abu-Duhou interests is the development of needs-based school resource allocation formulae.
Business Information Services officers Karen Cieri, Jodie Woolcock and Patrick Burford, and Rex Symonds from Schools Division have introduced the project to principals through the May/June Cluster meetings across the Territory.
The project will be led by a team from the Business Planning and Information Division in conjunction with Schools Division.
